The Board shall ensure the appointment of an independent auditor. The city administrator, in turn, according to the charter, is obliged to ensure that the audit is carried out by December 31 of each year. Six months to prepare an audit is more than reasonable, while citizens need three and a half months to file their taxes.
Some council members didn't realize the inspection was late this year. The revision deadline was passed without discussion by the council or city administrator. A letter to the Auditor General requesting an extension was also not approved by the Board. The agenda for the January 9 meeting does not mention the audit at all. During this meeting, the concerned citizens of Portsmouth took the opportunity of the monthly financial report to ask if the audit was really overdue. The city administrator responded that it wasn't too late and that he had received a 30-year extension from the Rhode Island Auditor General. However, this extension does not exempt the city authorities from the requirements of the charter. In addition, state law requires that the audit be submitted within six months of the end of the fiscal year, which is Dec. 31.
