It's an OKONUS post, but still a state, so it seems to fall into no-man's-land with rules and plans. Trying to figure out the parts of the general travel rules that apply to Hawaii can be an education in itself.
Being in the military depends on several factors, including rank, marital status, and number of dependents. Married military members can either live in basic housing or receive a basic allowance for off-base housing (BAH). If you are single, you live until you reach a certain level. To live on base, you can let your BAH be in full military housing. All utilities are likely covered.

To enter a military base as a civilian, you must be escorted by members of the military or go to the visitor center. Make sure you have a valid photo ID such as a passport or driver's license when traveling on base.

Another common question is whether civilians can live on base. In some cases, if there are not enough military members or their families to occupy all of the primary housing space, the housing company may open it up to civilians. This scenario does not happen often. If you are a military spouse or dependent, you are allowed to live on base.
Basically living, your utilities are usually covered. As long as you don't increase your average energy consumption for your home, you don't have to pay anything. If you use the allotted power, you will have to pay an additional amount. If you live within this range, you can save more on utilities than on a primary residence.
Every service member is given a basic housing allowance, which can be used for primary or secondary housing. Keep in mind that base housing will vary depending on your location and is generally more expensive than living on base.
If you can't bear to drive more than 10 minutes, base military housing is for you. No post office anywhere on Oahu will have such a shortcut.

You'll often pay for utilities, call someone to fix broken things, and personalize and paint the walls white when you move. You'll be gone in three years and feel like you were never here.

It's okay to quit once in a while (or often). This is especially easy to do in Hawaii. Leave the base for the beach, or a quick hike, or head into town for umbrella drinks at the resort. If you are away from work, it can be very nice to come home. Pass the falls on the Kaneohe road from Hickam. Exit the Kulau Mountain Tunnel for spectacular views of Kaneohe Bay. You are very welcome here. People who move to Oahu often wonder if they'll fit in if they live in "the city." Oahu is a melting pot of culture and language, often a source of comedy rather than excitement. And Hawaii has a history of imperialism and capitalism that leaves some hard feelings.
However, the military community and defense industry are an integral part of the island's culture, lifestyle and economy and have strong community support. You cannot drive on Oahu without a military sticker, uniformed service member display, or military discount. So, you are welcome here.

When you decide to live on a military base, you'll feel like you're living in Hawaii. Maybe you live within walking distance of the beach, or you can look out over the ocean from your lanai, or you have a great hiking trail or golf course, or you have an experience. Trade avapados for papaya and your neighbors, or find a great sushi place outside the condo. There are many military housing options available if you are open to them.
Home will be available for rent or purchase. There are many factors to consider, but the main difference is financial. With a VA loan, you can buy a home with almost no money out of pocket, and your BAH goes toward paying off your mortgage. This means you pay yourself instead of paying the landlord, and as the market improves, so does your home.
You will have many opportunities to survive in your military career, and I completely understand the tendency to play it safe. However, I encourage you to go there and try something new, enjoy this place to the fullest and embrace your time in Hawaii. You might even fall in love with it and extend your tour or retire.
As a side note, it seems very inefficient to pre-plan what military housing you will be offered. Housing is in high demand during the summer months - waiting lists are long, but if you want to stay open at different places and put your name on a few waiting lists, they go quickly.

Let's face it, given the options, qualified individuals would prefer to live at Hickam AFB. Hickam's housing is nicer, it's in town and in the main, and it has a beach, so wait longer if you're a low-priority applicant. I recently worked with a non-Air Force O-6 family who were hoping to live in Hickam but were told there would be a 6-12 month wait. And in the meantime... they were wished well.
Now that you have decided to live on a military housing base, the question is whether to rent or buy?
